Venture Strategies has completed a large evaluation in Western Uganda of an output-based assistance (OBA) program that incorporates voucher incentives for patients and performance contracts with providers. In this innovative model, low income clients redeem vouchers for high quality health care services at accredited public or private facilities. This approach allows for standardization of fees and monitoring of service uptake.
Venture Strategies is working closely with the implementing agencies, Marie Stopes International-Uganda and Microcare, to design and interpret ongoing monitoring activities. In addition, in the summer of 2006, Venture Strategies, conducted a large household survey of healthcare utilization and sexually transmitted infection (STI) prevalence in the region. Results are forthcoming.
This project evaluation is sponsored by the German Development Bank (KfW) and the Uganda Ministry of Health and in close partnership with Mbarara University of Science and Technology, Uganda.
